It depends how you want to organize your stores, catalogs, categories and products.

For example you can have different prices for a product, if you define product store group for every country.

The second solution will be to use price rules. You can define price rules for a product based on category or catalog. Check the implementation of PriceServices.checkPriceCondition method to get an idea how to define you price rules.
