I'd suggest to use the Agreement data model (and related services) for this; there are also some screen to create/modify data in the Accounting component (they should be moved to the Party component). Agreements are already used to setup some terms, payment net days etc. for sales and PO; however you will probably have to extend them in order to implement what you describe.
