Previously this page was accessible for the user when he/she was not logged in to the system. And user was able to navigate through some links under ; - Cache and Debug Tools. - Entity Engine Tools - Entity XML Tools - Service Engine Tools etc. But user is able to access those pages only when he/she is logged in. In the current behavior user could not find any link or login page so can login and access the component. +1 to change current behavior.
