Look at the AccountSecurityData.xml and at the end of the file, there are SecurityGroupPermissions. Give FULLADMIN group rights for the user, for ACCTG_ATX_ADMIN Give FLEXADMIN group rights for the user, for ACCTG_ATX_CREATE
