You can manage Security Groups, their permissions and associated user logins under PartyMgr > Security tab ( https://demo.ofbiz.org/partymgr/control/FindSecurityGroup). Create a new Security Group, assign FACITLITY_VIEW, FACILITY_CREATE, FACILITY_UPDATE, FACILITY_DELETE, FACILITY_ADMIN permissions to this security group as per your requirements. Then you can assign this security group to a user login from same tab or Party Profile, under User Logins screenlet.
