Jennifer - Purchase prices are stored in SupplierProduct.lastPrice. I have never tried applying logic to pricing on the purchasing side but as far as I can tell the price rule functionality can only be applied to purchase prices thru Agreements, and only using Promotions, not "Price Rules" as exposed in Catalog Manager. There is a really simple example in the demo data of a purchase agreement. It doesn't go as far as to actually define a purchase price list and promotions but it is at least a start.
