Heidi - have you successfully received inventory before in this instance? Typically when I get these kinds of errors it is during set up of a new instance and suggests that not all the accounting is set up correctly. Specifically I would look at accounting defaults related to inventory, check to make sure the chart of accounts is imported, and also be sure accounts have been assigned to the internal organization for which you are receiving inventory.
