Sales Tax and VAT/GST are dependent of the buyer location. When you create a quote you do not have this information

When I create quotes in OFBiz, no tax is calculated. If the quote recipient goes to the ecommerce site and adds the same items to a shopping cart, tax is calculated.I need quotes to calculate tax in the same way that the ecommerce site does. Am I missing something obvious?
