If you are not find your suit then create a promotion from UI for free shipping and export it from webtools by selecting the following entities ; - ProductPromo, - ProductPromoRule, - ProductPromoAction, - ProductPromoCond, - ProductPromoCategory, - ProductPromoProduct, (May not be of your use) - ProductPromoCode, and - ProductStorePromoAppl.
