the boss could see all the orders .How to implement these occasions . If
there is something has been implemented that I can refer to ?

I believe you will have to write custom code and set roles and permission 
(SecurityGroup) for that.
It could be interesting to think about it in a general way (not only 2 deps but a number of deps, etc.) so as to contribute it but I have no time to help you on that.

I need to implement order approval workflow in my system. For example the
new sales order created by a sales should be approved by the sales
manager
first then the boss then the other roles.How to implement it ?
