Not sure you can do that out-of-the-box unless you attached some kind of
"Agreement" with the product. An agreement could stipulate the minimum
quantity required. As for the error processing that goes along with
product agreements, I'm not sure how that would work. Maybe someone else
on the list has been successful in implementing this.
