when I created my "status updates" I used a schedule service.
this  goes through agreements and check the number of agreements. it is
like a seed service.
then I piggybacked ECA on to the service for checking for various
conditions I am interested in.
This then calls differentness services to say email a partner in the
agreement, or check the agreement against the inventory, for example.
