About Tax

Hai,
       There were many tax authorities with various types of taxes assigned
various percentages.I made all tax authorities with their "include tax in
price" value  as "no" except one "_NA_ " which had tax percentage as 2.But
when I create a sales order I have tax value as 0.I think it is not enabled.
How can I enable it?
