Check your class path entries for ofbiz10.04:

JAVA_HOME
C:\Program Files\Java\jdk1.6.0_20

CLASSPATH
C:\Program Files\Java\jdk1.6.0_20\lib;C:\Program
Files\Java\jdk1.6.0_20\jre\lib

PATH
C:\Program Files\Java\jdk1.6.0_20\bin

Then try to bulid using ant run-install command if its build successfully
start the
server using java -jar ofbiz.jar.
