the time I have notice varies at times.
the target I believe UTC.
but I look at the uptime to see.
if it a few hours I know that I have time to put up a test and others
can see it.

Trunk is reloaded every 24 hours, if there are changes in svn.
Stable (R9.04) also but less often since there are less changes there.
