To develop you even don't need to install a DB OOTB, see the explanations clicking the download button on the OFBiz site main page...
Derby is longer to create the DB but after it's almost the same. Nowaydays with 
SSDs it's matter less and less...

All you need on top of a standard operating system install is Java JDK
and a supported database system such as Postgresql or Mysql. XAMPP
will install a lot more than you need. That is, you don't need the
A(pache) or either of the Ps (Perl, PHP).

though for use in an internal LAN you can probably ignore a lot of
those settings.

BTW XAMPP *is* a web-based server. That's its main purpose. But like
all web-based servers, it will work happily in a private LAN.
