Currently, most of the values of regarding how tenants are to be configured and to operate are pulled from .property files or hard coded. This has been identified in issue https://issues.apache.org/jira/browse/OFBIZ-5458. Adrian has suggested the way to solve this in the associated comments. Most likely your issue is related. Please investigate. If you feel it's not, feel free to create a new issue.
