They may be inactive and perhaps set up while "closed" was the default.
If they only have 1 member or a few, they may have been abandoned.
It is also possible that they are only open to the customers of one
company and are really intended to be private.
"Open source" does not say that you have to support all OffBiz users in
the same way that you support your own.

started or what the difference is between these two groups.
It looks like there is an overlap in membership.
The other groups seem to have such small number of users that they
are not worth considering unless you are interested in their focus
(OfBiz Italia - 1 member, OfBiz User India - 127 members) .
My suggestion would be to build up participation and membership in
one group to a point where there are too many discussion going on
at once.
Then add a group to handle a specific area that is generating a
lot of traffic.
