It was written by Al Byers - who no longer participates in the OFBiz project, and it references a discussion that we don't know about. It appears to be a whiteboard page that has gone nowhere, so I recommend we remove it.

Regarding the page's content, I don't think we can come up with a generalized data-driven security design - simply because everyone uses the Content data model in different ways.
