Actually as (barely, there is a confusion with the contributor word as outlined Pierre in one of his tweets) explained at

So it's only about commit rights, not really for documentation or such. It's when you are invited as a committer by the PMC, not when you ask write
rights in the Wiki which is less restrictive. Before anybody could write in the wiki w/o permission, but due to spam we had to close that at the ASF
level. That's explained at the top of each page of the wiki.
