Same action incorrectly applied to all promotion items for a single rule with no conditions and multiple product-specific actions

I created multiple discount promo actions for a single rule with no
conditions which resulted in a single action being applied to all
promotion items instead of only the one with a matching productId.  Am I
missing something or is this a bug?
