Hi David It sounds like you have a good practical understanding about how a budget function could really work based on real world business requirements; Perhaps it could be useful for you to document what you see as the requirements so that people could see what functioning solution should be able to do.
I think it is sometimes hard to implement solutions without real world requirements or examples.
