I'm not remember that is possible to create a party from std screen like
you wish.
You can load it by entityImport in webtools :
<Party partyId="thatyouwish" partyTypeId="PATRY_GROUP"
statusId="PARTY_ENABLED"/>
<PartyGroup partyId="thatyouwish" groupName="yourtaxauthname"/>
