(I seem to be having problems responding to your email on this list. I
originally sent this email yesterday before I created the Jira and again
a few minutes ago but it doesn't seem to want to post. I will try a

To respond to your question – yes the seed and seed-initial data are
mandatory. Any user doing a clean install who does not want the demo
data should still be able to go through all the basic steps to do their
accounting setup their company.
