Hello Martin, I think you got the good track for your issue. Like you did, mailing configuration is done in general.property configuration file.
But for multi-tenancy and others purpose OFBiz is embedded with SystemProperty configuration in database that can overload file system configuration. There were some discussion [1] about this "feature" in the past that could lead to the issue you met.
