If your install is on the same machine you are trying to connect to, then you 
won't use your network ip address but your local machine address.  For example, 
if I installed OFBiz on my desktop here, I would connect to it as follows:

https://localhost:8443/webtools

or alternatively

https://127.0.0.1:8443/webtools

If the install is on a remote machine, only then would you use an IP address 
like the one you listed.
