Hello.
We use a very old version of ofbiz, I wish it was not the case, but from
the order screen you can generate a quote, or you can creat a quote from
"scratch".  Once the quote is created items can be added or removed and
prices can be changed.
The quotes do not have the same functionality as orders do as far as
shipping cost generation.  You can manually add shipping costs in a quote.
The nice feature about the quotes is you can generate a "catalog" that
displays (pdf) the quote with the long item descriptions and item images.
Quotes can be converted to an order as well.  I hope this helps.
