There is not REST API plugins in 18.12:
https://github.com/apache/ofbiz-plugins/tree/release18.12
https://nightlies.apache.org/ofbiz/stable/plugins/
It will officially start with 24.09.01 which is not yet released, should be in
2025, not sure yet when.
You should not need other plugins for REST API to work (not tested)
