Happy that you were able to subscribe to this ML. I was already writing you an answer to the message you sent me yesterday, with a request about you to subscribe as I already did in my 1st answer.

The 1st thing I must say, is that without a technical support you will not be 
able to adapt OFBiz to your own needs if needed.
I say that because, while OFBiz offers a lot of feature OOTB (Out Of The Box), most of the time you need to add some new ones corresponding to your special way of handle things.
This said this should not prevent you to create Turkish translations.

Anyway, here is a list of Apache OFBiz Service Providers <https://cwiki.apache.org/confluence/display/OFBIZ/Apache+OFBiz+Service+Providers>. Not all are up to date but it would maybe help you in the future.
Note that subscribed persons on the user ML will receive this message and may 
contact you to offer their help...
You may also find near you someone technically able to at least follow https://github.com/apache/ofbiz-framework/blob/trunk/INSTALL to allow you to run OFBiz locally.
I say that because a technical  external help seems to be needed in your case 
for creating translations.

For my part I'm retired for 4 years. So I will not help you to create a list of labels (as we call them) to translate, "menu names, shortcuts and other parameters.". As you can see on this page with the list of already translated other languages <https://cwiki.apache.org/confluence/display/OFBIZ/Information+on+translated+languages+in+OFBiz>  there are 15437 labels!

This said, with https://issues.apache.org/jira/browse/OFBIZ-13237 I have 
initialised the possibility to add translation in Türkçe.

A way is to locally use what the demo shows you at (credential admin/ofbiz)

But I don't give you details because that's not much handy. You have to open 
each labels, put your translation there, save it, etc.
It's only useful when you have few labels to edit.

An easier way is to directly poke into each of the 77 files found in the attached 
"list of labels files.txt".
You can do that using your preferred file editor (that supports international characters) by adding a line with the Turkish translation. eg (in the 1st label of the 1st file in the list: applications\accounting\config\AccountingEntityLabels.xml): <value xml:lang="tr">Turkish translation</value> that would be just below the Thai line: <value xml:lang="th">การตัดบัญชี</value> To respect the alphabetically order

Then you will get something like

Remains that you are then confronted with the 15437 labels. Without knowing which ones 
are "menu names, shortcuts and other parameters.".
That's why I suggest to look for a technical help. Preferably from someone 
seasoned with OFBiz...
