Since Oozie server runs via Apache Tomcat, this means the Tomcat class
path - usually under the server installation directory's
webapps/<your-app>/WEB-INF/lib sub-dir. Specifically in Oozie's case, that
location is

<oozie-distro-dir>/oozie-server/webapps/oozie/WEB-INF/lib

While setting up Oozie server from the distro dir, you only need to insert
these required jars in a dir named "libext", and invoke following command.
It will inject those Jars in the above-mentioned classpath.
$> ./Oozie-setup.sh prepare-war
