I just realized that when we released oozie 4.0.0, hadoop maven artifacts
version 2.2.0-SNAPSHOT were available, and now its GA so we have 2.2.0
(and not SNAPSHOT). The next minor release oozie 4.0.1 has this change but
not released yet. As a quick approach on your side, you can remove the
"-SNAPSHOT" in the pom files where it occurs.

$ grep -l "2.2.0-SNAPSHOT" `find . -name "pom.xml"`
./hadooplibs/hadoop-2/pom.xml
./hadooplibs/hadoop-distcp-2/pom.xml
./hadooplibs/hadoop-test-2/pom.xml
./pom.xml
