Implementing Oozie custom action handler

Hi,

We are Implementing Oozie custom action handler, which will invoke a REST API. 
This action handler will not invoke any of the Hadoop action nodes.
For given such scenario, can you please confirm, if we need to package any 
Hadoop related JARS for distribution, Hadoop ecosystem for deployment and 
execution?
Can you please share any examples for custom action handler.
