ps: I did not have the time to reproduce the error, but I would guess dependency conflicts around jsp-api caused the trouble. Actually there is an open ticket about the future of Oozie server's deployment: https://issues.apache.org/jira/browse/OOZIE-2317 Among other options it is recommended to use Tomcat 7 or newer because Tomcat 6 will be end of life on Dec 31 2016 in the future.
