Ah, very good!  I tried as you suggested and it worked....at least I think 
it did.  Rather than the -40 code that I'm used to it returned

*<ns:return>21</ns:return>.*  Regardless, the user was indeed created and is 
enabled.  I just don't know what that code means; I don't think it's "File name 
too short" as would be te case for *-21*.
