To produce HTML5 compatible video ffmpeg should support both x264 and
libfdk_aac
libfdk_aac is currently missing in your ffmpeg :(

you can extract it in separate place
copy webapps/openmeetings/WEB-INF/classes/META-INF/* from the old
installation to the new place and run
