I have installed OM 3.0 on Ubuntu 12.4 and Centos 6.5x64.

you need to recompile ffmpeg with options like this (debian version):
--enable-gpl --enable-libass --enable-libfaac --enable-libfdk-aac
--enable-libmp3lame --enable-libopus --enable-libtheora
--enable-libvorbis --enable-libvpx --enable-libx264 --enable-nonfree
crf is x264 option and you don't have it enabled
