you can disable 2 widgets system wide: rss and myrooms (using
dashboard.show.myrooms
and dashboard.show.rssfeed
http://openmeetings.apache.org/GeneralConfiguration.html)

user can show/hide available widgets using "Widgets Tab in the Profile menu"

more fine tuning is not available right now :(
