Maybe you did not wait for the start Openmeetings?
After restart Red5 in log file ./log/openmeetings.log you should see
message like following:
##################################################
# Openmeetings is up #
# 3.0.6-RELEASE 1680981 22-May-2015 #
# and ready to use #
##################################################
This means that the OpenMeetingsstarted.
