can you try https://om.alteametasoft.com/openmeetings/signin ? It has 3.1.0 installed with https://issues.apache.org/jira/browse/OPENMEETINGS-1271 partially fixed, I believe it should behave better.
mediaerrortimeout might be network/bandwidth issue ...
