Recording Issue - OpenMeetings

Hi sir,
      I have installed Open meetings 3.1.1 version.In Interview room
only recording process is  happening.
      In other Rooms(Conference,webinar rooms), if I click on the
option "Record", a file named public.jnlp is getting downloaded but
the recording process is not happening, the file contains only the
code inside it.
      How to solve this issue?
