Actually you can use Shift+F8 (http://openmeetings.apache.org/HotKeys.html)
to "arrange" windows, but this might not work for such huge window :(
Could you tell me browser dimension and video resolution?

In OM Flash is REQUIRED for both sending and receiving audio and/or video
Hopefully situation will be improved in future releases

Actually flash itself and browsers are being regularly updated, and flash
is now being used for A/V only and you can set it up fully secure ....
I'm planing to start WebRTC related investigations after releasing 4.0.1
....
