Location of scroll back buffer setting

Can you tell me which file I need to change to allow more or less scroll 
back buffer for new users.  Looks like the scroll back buffer is around 
25 lines of previous messages for when a new user enters the room.  I 
was wondering if that is a variable that can be changed.
