Configuration setting for first and last name min length

Where in the configuration can I find the settings to adjust the minimal 
lengths that are required for the first and last name. When using a 
generic invite link to an email, when the user clicks on it it prompts 
them for first name, last name.  I have some users whose first name is 
not longer then 3 letters and some that their last names are only 2 
letters, but it will not allow them to enter due to it not meeting 
minimum length (see screen shot).  I was wondering in which file I can 
modify that setting to get these users in without needing trailing 
characters to get them in.
