You need to use room of type Presentation
better if it will have "moderated" flag set - since the rule "first
user is moderator" will not work in this case
In this case only users with moderator permission will have ability to
broadcast Audio/Video

Same for WB
As moderator you can grant/revoke rights according to your needs
