Yes you are correct in that. A deletes them and B comes in.  There is a new WB just for B A does not see it.  If A leaves and comes back he then A has a new WB that only A sees.

We only use the WB to illustrate a chart or something to users so its not an all time thing.  If you completely remove it in the room settings, there is no way to bring one up when the need arises.  So we just leave them enabled and create it as the need arises.
