Yes you are correct in that. A deletes them and B comes in. There is a
new WB just for B A does not see it. If A leaves and comes back he then
A has a new WB that only A sees.
We only use the WB to illustrate a chart or something to users so its
not an all time thing. If you completely remove it in the room
settings, there is no way to bring one up when the need arises. So we
just leave them enabled and create it as the need arises.

Running the 4.0.9 looks like each time and Admin logs into a room

The image on the left was the room already opened and with no WB
running. The image on the right was when I (an admin) logged in.
As you wee it is now showing a WB but in the left hand image there
is no WB being seen. Would expect the default behave to ge when
the admin logs into an existing room, it does not create a WB. (as
it was set in 4.0.8)
