same here. I work with FedoraSrv 31. But I have created a VM with Ubuntu.
This works for me.

Had similar problem on fedora31, turned out I was starting kms in docker as sudo. :) prior to working this out kms was running as sudoer and didnt talk to tomcat/OM.
