This message can have a number of reasons; a broken php
installation/configuration is only one of them.
The message could also be caused by your webserver not being set up
properly for outgoing internet connection.
I would advise to check the owncloud log file
(datadirectory/owncloud.log) and possibly php/webserver log files before
trying to reinstall any packages.
The xcache and ffmpeg packages you mention are optional and do not
affect the WebDAV operation at all (to my knowledge.
