Now problem is resolved. actually there was W3SVC service which was
automatically dissabled. and when i started it the problem is resolved.
However i am facing one more issue in configuring the final setup of owncloud.
actually when i tried to create the admin user it saying that "error while
trying to create admin user.could not find driver".
Please see the attached screenshot.
Request your help to resolve the issue.

For running owncloud you need to have http server and php.
On windows you can try: XAMP stack:https://www.apachefriends.org/.
This brings all necessary packages for OC and configures default
server automatically.
