Hi, I'm no OC developer, but I don't think there is. I assume that OC just makes php (as www-data) copy the skeleton files and that's it. By default, new files created by a user ar writable by that user. So I'd say you either modify the OC routine that creates a new user skeleton to set permissions as you want them or you create an app that hooks to user creation stuff and changes parmissions once the skeleton has been created so your new OC functionality can survive OC updates... or maybe executes something configurable on the admin page so many more people may benefit from your work ;)
