The pause implies on the server - if so where? I've looked in the
local client csync_journal.db but can't see anything obvious beyond
metadata entries for existing sync'd data.
It is not stored :-)
There are live PROPFINDs going to the server (via HTTPs) when you open
that dialog.
Then later during the sync, you can check the "blackList" entry of your
client's configuration (either Registry or owncloud.cfg)
